Since 1947, ULI has been assisting communities by bringing together experts to provide unbiased, pragmatic advice for addressing complex land use issues. The ULI Technical Assistance Program (TAP) is designed to provide objective and responsible advice to municipal and community-based non-profit organizations, particularly organizations with limited staffing or financial resources, or those operating in an economically disadvantaged area. The program is designed to address specific issues such as project feasibility, planning, development, or implementation.
Once designated as a TAP, a panel of ULI members will be assembled to focus on the Client's problem or issue. Member expertise encompasses commercial retail, office, industrial, residential and mixed-land uses in a multiplicity of urban forms.
Ideally, a TAP panel will focus on issues surrounding a particular site. Analysis will typically be organized around:
Defining site characteristics and limitations
Identification and assessment of community and neighborhood goals
Consideration of alternative land use strategies in the context of preliminary feasibility analysis
TAPs are typically one- or two-day intensive working sessions in which expert ULI panel members address a problem presented by the Client organization - a local government or non-profit organization - about a specific development issue or policy barrier within a defined geographic area.
How is an issue identified?
The Client organization develops three or four well-defined questions for the panel to address over the session.
What is the final product?
After a thorough review of briefing materials, a tour of the study area, interviews with local stakeholders, and in-depth discussion and analysis, the panel presents its findings and recommendations. A written summary of the panel's recommendations is prepared shortly after.
Is there a fee?
Yes. While most of the administrative costs are underwritten by funders of ULI Atlanta, communities are charges a standard fee - a small portion of the total value of the TAP.
